Not every show can be focused on the details every second. Fans on Reddit have been pointing out a number of times Parks and Rec dropped the ball and let a continuity error make it to air. Be sure to vote up the most interesting ones.
In episode 2x06, "Kaboom," it is stated that Eagleton is two towns over, but it becomes part of the story of the show that the towns are basically connected.
Mark Brandanawicz gives Leslie plans for the park at the end of season 2, but later in season 5, Leslie goes on public radio to announce an emergency that they have no plans for the park (now the Pawnee Commons), and if they can't find a planner, they won't be able to get it built.
In the first season, I can't remember which episode but it was one of the first few episodes, Leslie briefly talks candidly about Eagleton. Then maybe a season later she full on hates them.
